Dave W. Partington

Fleet Maintenance and Facilities

With over 40 years of experience with the TTC and York Region Transit, Dave is a proven leader in the field of transit fleet maintenance and facilities. He has extensive hands-on experience in every aspect of the industry, from maintaining vehicles on the shop floor to developing and managing multi-million dollar operating and capital budgets.

Dave has proven project management experience including the operational design, configuration and specification of all program equipment for two Operations and Maintenance facilities (Viva BRT Operations, Maintenance & Storage Facility and the YRT South West OMSF), including the commissioning, acceptance, and training requirements for these facilities and related equipment.

In addition to facility and operational design Dave is a proven expert in data analytics, KPI development, process and procedure development, facility and equipment review, maintenance practices review and maintenance needs assessment. He has piloted pedestrian and collision avoidance technologies; developed plans for a piloting all-electric buses; introduced solar-powered technologies to significantly reduce infrastructure and utility costs. Knowledgeable in alternative fuel technologies, Dave champions greening and fuel reduction technologies including innovations such as electric bus and autonomous technologies.


Paul Finnerty

Operations

Paul joined TOK in 2015 following a 41-year career in the public transit business. In his last position as Vice President of Operations for GO Transit (part of the Metrolinx organization) he played a key role in delivering on the strategic growth plan for commuter transit in the Greater Toronto Area. His mandate included full oversight of all bus and train operations for the organization, provided by both in-house and contracted staff.

Prior to assuming the role of Vice President, Paul’s 30+ year career with GO Transit included senior roles in Bus Operations, Service Planning, Bus Equipment, Station Operations, Passenger Services, and Call Centre Operations. Some of his strategic areas of focus included the planning and construction of new bus facilities, training programs (including the introduction of an apprenticeship program for coach technicians), and new bus technologies, including the first double deck buses in Canada designed specifically for highway operation and with geo-fenced routes. Before joining GO Transit, Paul spent over 10 years with the Toronto Transit Commission (“TTC)” in various positions in Operations including Bus, Subway, Streetcars, and Trolley services.


Ajay Mehra

Finance

Ajay is the Chief Operating Officer of the TOK Group of Companies and holds a CPA/CMA designation. Ajay is a financial professional with over 35 years of diverse and challenging experience in operations, sales, accounting, finance, taxation, internal and external audits, financial analysis, reporting and contract management. His experience includes managing a company with various locations and annual revenues exceeding $75 million and providing oversight for transit systems for the City of Cranbrook and Elk Valley, BC, Regional Municipality of Wood Buffalo, Alberta, City of Vaughan, the Regional Municipality of York (York Region Transit), the City of Orillia, and the Town of Fort Erie in Ontario.

Ajay has extensive experience in preparing and submitting successful bid proposals and has managed the planning, implementation, start-up and wind-down of transit contracts in several Provinces. With oversight of a large workforce of both unionized and non-unionized staff he has successfully negotiated eight (8) collective bargaining agreements with the Amalgamated Transit Union (ATU), United Food and Commercial Workers (UFCW), Teamster and Canadian Union of Public Employees (CUPE).
